Arsenal has made a 40 million offer to Manuel Locatelli Cavaliere OMRI of Italy which won the Euro Cup 2020.
Locatelli is currently playing for Serie A club Sassuolo.
Locatelli, 23, scored two goals in the Euros and played a key role in Italy's victory against England in the final. He is, however, said to be willing to join Juventus.
Arsenal will automatically withdraw from the race if Juventus and Locatelli reach an agreement. But he hasn't made up his mind about where he wants to go.
He joined Sassuolo from AC Milan in 2019. He has played 140 games in Series A.
